Sirklerde bulunan vahsi hayvanlar hakkinda bilgi
Avrupa Komisyonu, Avusturya'da sirklerde vahşi hayvanların
bulundurulmasını yasaklayan kanunun yürürlükten kaldırılmasını istiyor.

Avrupa Birliği, Avusturya'nın değiştirilemez hayvan hakları yasası için
ciddi bir tehdit olusturmaktadır. Bu yasanın değiştirilmesi sadece
Avusturya kanununun zayıflaması değil, aynı zamanda diğer Avrupa
ülkelerinin sirklerde vahşi hayvan bulundurma yasağıyla ilgili bir yasa
düzenlemesi yapmasına da engel olacaktır.
1999'da hayvan hakları yasasını geri alması için Avusturya'ya baskı
uygulanmıştı. Avrupa Birliği tarafından, birlik üyesi ülkeler arasında
hayvan ticaretini güçleştirmesi nedeniyle, hayvanların nakil işlemlerine
dair olan yasa tamamen kaldırıldı. Şimdi ise sirkteki vahşi hayvan
yasağını kaldırmayı amaçlamış bulunuyorlar.
Bu kadarı yeter! Artık hayvan haklarının da önemli olduğunu anlamamız gerekiyor.

The present situation
After the ban on wild animals in circuses was implemented on
1.1.2005 a complaint was made to the EU Commission by an unnamed foreign circus.
The circus felt that the way in which it could carry out
its business was being restricted through the ban.
The EU-Commissioner for Internal Market and Services Mr Charlie McCreevy wrote a letter
in the name of the Commission (Ref: 2005/4510 K(2005) 4020)

to the Austrian Foreign Office demanding a statement within two months with regard to article
226 of the EC-Treaty. Should Austria not be prepared to allow foreign circuses the use of
wild animals, this would constitute a threat of breaking the EC-Treaty, possibly resulting in
Austria being taken to the European Court.
The Austrian ministry responsible for the animal protection law must now respond to this accusation.
The VGT (Association against Animal Factories) has issued a statement against the accusation that
the Austrain ban on wild animals in circuses unjustifiably restricts the freedom of providing
services by the circus. (German,

The decision whether Austria will be taken to the European Court lies with the EU Commission
alone in that each EU Commissioner will take a vote on the matter. Normally the other EU Commissioners
fall in line with the decision of the responsible Commissioner, in this case Charlie McCreevy.
The EU-Parliament has no decision-making authority.
